Herstwhile assumptions do not hold here: some of these towns, like Herndon, Vienna and Leesburg, are genuinely incorporated with their own town government. Others, like Reston, Great Falls, Ashburn, McLean, Chantilly and Centreville, are unincorporated census-designated places governed as part of their county. Fairfax stands apart entirely as an independent city, not part of any surrounding county.
We describe each town as what it actually is rather than treating every nearby place as an equivalent small town. A resident of an unincorporated community like Great Falls does not have a mayor or city hall to call, while a resident of an incorporated town like Vienna does, and that distinction matters for accuracy even though it changes nothing about how quickly we respond to a call from either place.
